Another tragic incident of a Bangladeshi youth being brutally killed by Border Security Force (BSF) personnel has come to light, sparking outrage and demands for justice. Human rights defender Kirity Roy, the secretary of Banglar Manabadhikar Suraksha Mancha (MASUM) based in West Bengal, has raised serious allegations against the BSF. The incident in question occurred on January 28, 2024, at the 'Amar' Border Outpost of 'C' Company of 6 BSF Battalion.

Roy highlights the treacherous nature of the act, pointing out that the BSF had previously pledged to reduce casualties of Bangladeshis to zero in border areas during discussions with their counterparts in Bangladesh. Despite this assurance, a Bangladeshi youth named Rabiul Islam alias Tuklu, aged about 34 years, was fatally shot by BSF personnel at 93 Fulkabari village in Cooch Behar district of West Bengal.

• The incident took place at around 4:30 AM as Rabiul was carrying a bag of sugar on his head, attempting to smuggle it into Bangladesh.
• Contrary to BSF's claims of self-defense, witnesses stated that the youth was alone and posed no threat to the armed BSF personnel.

Demand for Justice and Accountability

Roy's representation to the National Human Rights Commission (NHRC) calls for the following actions to be taken:

• An impartial and urgent investigation by the Commission's own team to uncover the truth behind Rabiul's death.
• Filing of specific murder charges against the involved BSF personnel responsible for the fatal shooting.
• Initiation of legal action against the police personnel and executive magistrate for tampering with evidence and providing false information.
• Monetary compensation to be provided to Rabiul's family as a form of restitution for their loss.
• Ensuring the protection of witnesses from threats and coercion to ensure a fair investigation.

These demands underscore the need for accountability and justice in cases of human rights violations, especially when perpetrated by state actors like the BSF. The tragic killing of Rabiul Islam serves as a stark reminder of the importance of upholding human rights principles and ensuring that those responsible for such heinous acts are brought to justice.
